Why have some countries refused to sign and ratify the Rome Statute?
Some States, like Northern America, want to have control over the prosecution of their criminals and do not want to have the input of the ICC. Other States, such as Iran, do not want to be held accountable for the actions of their people because they know that they will be found guilty. The judgment from the western nations also stops these corrupt nations from signing.
